Heat olive oil in a large skillet over medium heat. Add diced onion and carrots; sauté until softened, about 3–4 minutes. Stir in minced garlic and cook 30 seconds until fragrant. Add ground turkey, breaking it up with a spoon; cook until no longer pink, about 5 minutes. Season with oregano, black pepper, smoked paprika, and soy sauce; stir to combine.
Pour in chicken broth and water, then stir in quick-cook brown rice. Bring to a simmer, cover, and reduce heat to low; cook until rice is tender and liquid is absorbed, about 12–15 minutes.
Stir in baby spinach until wilted and mixed through. Taste and add salt if needed, then sprinkle with chopped parsley before serving.
